Add badge rows for the Windows CLANGPDB, Ubuntu CLANGPDB, and Ubuntu
CLANGDWARF toolchains in the Core CI and Platform CI sections.

Remove stale IA32 badge entries for EmulatorPkg and OvmfPkg.

Reorganize Platform CI into per-toolchain sections for clarity.

edk2 is dropping support for the ARM32 architecture. As such,
this commit drops ARM32 from running in CI and removes the
references to it in the readme and Maintainers.txt.

We've migrated bugzilla bugs to github issues, so update the references
to specific bugs called out in the top-level readme.

Also delete the references to BZ2661 and BZ2668 which are both *closed*:
https://github.com/tianocore/edk2/issues/8453
https://github.com/tianocore/edk2/issues/8458

And drop bugzilla.tianocore.org from "references".
The server is no longer in use, and the certificate has expired,
so stop telling people to go there.

The Python version used for build and CI should always be at least
the minimum version supported by edk2-pytool-extensions. A badge
is added that keeps this information dynamically up-to-date based
on the minimum version specified in edk2-pytool-extensions
pyproject.toml file.
