Now that all files under Documentation/input follows the ReST markup
language, rename them to *.rst and create a book for the Linux Input
subsystem.

This file require minimum adjustments to be a valid ReST file.
Do it, in order to be able to parse it with Sphinx.

The doctumentation includes a brief introduction to the driver and
explanations of the filtering parameters as well as a discussion
of the need for and working of the filters.
