Stop using fixed and IDs and covert the platform to use dynamic IDs for
the interconnect. This gives more flexibility and also allows us to drop
the .num_links member, saving from possible errors related to it being
not set or set incorrectly.

Since Qualcomm platforms have switched to the separate OSM_L3/EPSS
driver, old related defines became unused. Drop them now.

Add driver for the Qualcomm interconnect buses found in SC7280 based
platforms. The topology consists of several NoCs that are controlled by
a remote processor that collects the aggregated bandwidth for each
master-slave pairs.
