This legacy platform driver was used with some Qong board.
Support for this board was removed with
commit c93197b0041d ("ARM: imx: Remove i.MX31 board files")
in 2020. So remove this now orphaned driver.

The private structure contain a pointer to phydev, but the structure
net_device already contain such pointer. So we can remove the pointer
phydev in the private structure, and update the driver to use the
one contained in struct net_device.
