net: remove ax25 and amateur radio (hamradio) subsystem

Remove the amateur radio (AX.25, NET/ROM, ROSE) protocol implementation and all associated hamradio device drivers from the kernel tree. This set of protocols has long been a huge bug/syzbot magnet, and since nobody stepped up to help us deal with the influx of the AI-generated bug reports we need to move it out of tree to protect our sanity. The code is moved to an out-of-tree repo: https://github.com/linux-netdev/mod-orphan if it's cleaned up and reworked there we can accept it back. Minimal stub headers are kept for include/net/ax25.h (AX25_P_IP, AX25_ADDR_LEN, ax25_address) and include/net/rose.h (ROSE_ADDR_LEN) so that the conditional integration code in arp.c and tun.c continues to compile and work when the out-of-tree modules are loaded. net: avoid overflow when rose /proc displays timer information.

rose /proc code does not serialize timer accesses. Initial report by Bernard F6BVP Pidoux exhibits overflow amounting to 116 ticks on its HZ=250 system. Full timer access serialization would imho be overkill as rose /proc does not enforce consistency between displayed ROSE_STATE_XYZ and timer values during changes of state. The patch may also fix similar behavior in ax25 /proc, ax25 ioctl and netrom /proc as they all exhibit the same timer serialization policy. This point has not been reported though. The sole remaining use of ax25_display_timer - ax25 rtt valuation - may also perform marginally better but I have not analyzed it too deeply. [AX25] ax25_timer: use mod_timer instead of add_timer

According to one of Jann's OOPS reports it looks like BUG_ON(timer_pending(timer)) triggers during add_timer() in ax25_start_t1timer(). This patch changes current use of: init_timer(), add_timer() and del_timer() to setup_timer() with mod_timer(), which should be safer anyway.
