Replace deprecated info->user_ptr[0]/[1] with a typed
devlink_nl_ctx struct stored in info->ctx. The struct aliases
the same union memory, so the migration is safe.

There are no functionality changes here.

Allow devlink_alloc_ns() to be called with dev=NULL to support
device-less devlink instances. When dev is NULL, the instance is
identified over netlink using "devlink_index" as bus_name and
the decimal index value as dev_name.

devlink_rate_nodes_check() was used to verify there are no devlink rate
nodes created when switching the esw mode.

Rate management code is about to become more complex, so refactor this
function:
- remove unused param 'mode'.
- add a new 'rate_filter' param.
- rename to devlink_rates_check().
- expose devlink_rate_is_node() to be used as a rate filter.

This makes it more usable from multiple places, so use it from those
places as well.

devlink_compat_running_version() sticks out when running
netdevsim tests and watching dropped skbs. Add nlmsg_consume()
for cases were we want to free a netlink skb but it is expected,
rather than a drop. af_netlink code uses consume_skb() directly,
which is fine, but some may prefer the symmetry of nlmsg_new() /
nlmsg_consume().

There are, especially with multi-attr arrays, many cases
of needing to iterate all attributes of a specific type
in a netlink message or a nested attribute. Add specific
macros to support that case.

Also convert many instances using this spatch:
