<title>docs: power: convert docs to ReST and rename to *.rst</title>

Convert the PM documents to ReST, in order to allow them to
build with Sphinx.

The conversion is actually:
  - add blank lines and indentation in order to identify paragraphs;
  - fix tables markups;
  - add some lists markups;
  - mark literal blocks;
  - adjust title markups.

At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.

This commit updates the default value of /sys/power/image_size in
the documentation.

Since ac5c24ec1e983313ef0015258fba6f630e54e7cn the `image_size' value is
set to about 2/5 of RAM, according to kernel/power/snapshot.c:

	image_size = ((totalram_pages * 2) / 5) * PAGE_SIZE;

but this change was not reflected everywhere in the documentation.

Currently the only way to specify a hibernate offset for a
swap file is on the kernel command line.

Add a new /sys/power/resume_offset that lets userspace
specify the offset and disk to use when initiating a hibernate
cycle.

System can have mmaped also character devices (e.g dri devices by X) or deleted
files. Running cat on character devices is really bad idea (system can hang) so
run cat only on regular files. Also mmaped files can have spaces in filenames.

Expand the existing documentation to explicitly list the options for
resuming a hibernation image, including the manual resume option which
can be used from the initrd or initramfs and the kernel init resume.

It is often useful to suspend to memory after hibernation image has been
written to disk. If the battery runs out or power is otherwise lost, the
computer will resume from the hibernated image. If not, it will resume
from memory and hibernation image will be discarded.
