docs: move s390 under arch

and fix all in-tree references. Architecture-specific documentation is being moved into Documentation/arch/ as a way of cleaning up the top-level documentation directory and making the docs hierarchy more closely match the source hierarchy. S390: Replace HTTP links with HTTPS ones

Rationale: Reduces attack surface on kernel devs opening the links for MITM as HTTPS traffic is much harder to manipulate. Deterministic algorithm: For each file: If not .svg: For each line: If doesn't contain `\bxmlns\b`: For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`: If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`: If both the HTTP and HTTPS versions return 200 OK and serve the same content: Replace HTTP with HTTPS. docs: s390: convert docs to ReST and rename to *.rst

Convert all text files with s390 documentation to ReST format. Tried to preserve as much as possible the original document format. Still, some of the files required some work in order for it to be visible on both plain text and after converted to html. The conversion is actually: - add blank lines and identation in order to identify paragraphs; - fix tables markups; - add some lists markups; - mark literal blocks; - adjust title markups.
