eznps driver is supposed to be platform independent however it ends up including stuff from inside arch/arc headers leading to rand config build errors. Elide invalid configuration EZNPS + ARCv2, triggered by a make allyesconfig build. Granted the root cause is in source code (asm/barrier.h) where we check for ARCv2 before PLAT_EZNPS, but it is better to avoid such combinations at onset rather then baking subtle nuances into code. arch: replace _BITUL() in kernel-space headers with BIT()

Now that BIT() can be used from assembly code, we can safely replace _BITUL() with equivalent BIT(). UAPI headers are still required to use _BITUL(), but there is no more reason to use it in kernel headers. BIT() is shorter. docs: kbuild: convert docs to ReST and rename to *.rst

The kbuild documentation clearly shows that the documents there are written at different times: some use markdown, some use their own peculiar logic to split sections. Convert everything to ReST without affecting too much the author's style and avoiding adding uneeded markups. The conversion is actually: - add blank lines and identation in order to identify paragraphs; - fix tables markups; - add some lists markups; - mark literal blocks; - adjust title markups.
