Reduce 22 declarations of empty_zero_page to 3 and 23 declarations of
ZERO_PAGE() to 4.

Every architecture defines empty_zero_page that way or another, but for the
most of them it is always a page aligned page in BSS and most definitions
of ZERO_PAGE do virt_to_page(empty_zero_page).

Move Linus vetted x86 definition of empty_zero_page and ZERO_PAGE() to the
core MM and drop these definitions in architectures that do not implement
colored zero page (MIPS and s390).

ZERO_PAGE() remains a macro because turning it to a wrapper for a static
inline causes severe pain in header dependencies.

For the most part the change is mechanical, with these being noteworthy:

* alpha: aliased empty_zero_page with ZERO_PGE that was also used for boot
  parameters. Switching to a generic empty_zero_page removes the aliasing
  and keeps ZERO_PGE for boot parameters only
* arm64: uses __pa_symbol() in ZERO_PAGE() so that definition of
  ZERO_PAGE() is kept intact.
* m68k/parisc/um: allocated empty_zero_page from memblock,
  although they do not support zero page coloring and having it in BSS
  will work fine.
* sparc64 can have empty_zero_page in BSS rather allocate it, but it
  can't use virt_to_page() for BSS. Keep it's definition of ZERO_PAGE()
  but instead of allocating it, make mem_map_zero point to
  empty_zero_page.
* sh: used empty_zero_page for boot parameters at the very early boot.
  Rename the parameters page to boot_params_page and let sh use the generic
  empty_zero_page.
* hexagon: had an amusing comment about empty_zero_page

  that unfortunately had to go :)

Unlike most architectures, arm keeps a struct page pointer to the
empty_zero_page and to initialize it requires conversion of a virtual
address to page which makes it necessary to have memory map initialized
before creating the empty_zero_page.

Make empty_zero_page a stataic array in BSS to decouple it's
initialization from the initialization of the memory map.

This also aligns arm with vast majorty of architectures.

x86 version of arch_memremap_wb() needs the flags to decide if the mapping
has to be encrypted or decrypted.

Pass down the flag to arch_memremap_wb(). All current implementations
ignore the argument.

Before SLUB initialization, various subsystems used memblock_alloc to
allocate memory.  In most cases, when memory allocation fails, an
immediate panic is required.  To simplify this behavior and reduce
repetitive checks, introduce `memblock_alloc_or_panic`.  This function
ensures that memory allocation failures result in a panic automatically,
improving code readability and consistency across subsystems that require
this behavior.

Add set_ptes(), update_mmu_cache_range(), flush_dcache_folio() and
flush_icache_pages().  Change the PG_dcache_clear flag from being per-page
to per-folio which makes __dma_page_dev_to_cpu() a bit more exciting. 
Also add flush_cache_pages(), even though this isn't used by generic code
(yet?)

zero_page is a void* pointer but memblock_alloc() returns phys_addr_t type
so this generates a warning while using clang and with -Wint-error enabled
that becomes and error. So let's cast the return of memblock_alloc() to
(void *).

Actually in no-MMU SoCs(i.e. i.MXRT) ZERO_PAGE(vaddr) expands to
```
virt_to_page(0)
```
that in order expands to:
```
pfn_to_page(virt_to_pfn(0))
```
and then virt_to_pfn(0) to:
```
        ((((unsigned long)(0) - PAGE_OFFSET) &gt;&gt; PAGE_SHIFT) +
         PHYS_PFN_OFFSET)
```
where PAGE_OFFSET and PHYS_PFN_OFFSET are the DRAM offset(0x80000000) and
PAGE_SHIFT is 12. This way we obtain 16MB(0x01000000) summed to the base of
DRAM(0x80000000).
When ZERO_PAGE(0) is then used, for example in bio_add_page(), the page
gets an address that is out of DRAM bounds.
So instead of using fake virtual page 0 let's allocate a dedicated
zero_page during paging_init() and assign it to a global 'struct page *
empty_zero_page' the same way mmu.c does and it's the same approach used
in m68k with commit dc068f462179 as discussed here[0]. Then let's move
ZERO_PAGE() definition to the top of pgtable.h to be in common between
mmu.c and nommu.c.

flush_kernel_dcache_page is a rather confusing interface that implements a
subset of flush_dcache_page by not being able to properly handle page
cache mapped pages.

The only callers left are in the exec code as all other previous callers
were incorrect as they could have dealt with page cache pages.  Replace
the calls to flush_kernel_dcache_page with calls to flush_dcache_page,
which for all architectures does either exactly the same thing, can
contains one or more of the following:

 1) an optimization to defer the cache flush for page cache pages not
    mapped into userspace
 2) additional flushing for mapped page cache pages if cache aliases
    are possible
