This patch moves dev-backlight from plat-samsung into mach-s3c64xx
because it is used for only s3c64xx no other platforms.

<title>ARM: SAMSUNG: remove GPIO flags in dev-backlight</title>

The pwm-backlight driver is moving to use the gpiod interface,
which has its own mapping mechanism for platform data GPIOs.
These mappings carry GPIO properties like active low so they don't have
to be explicitly handled by GPIO consumers.

Because of this change, the enable_gpio_flags member of
platform_pwm_backlight_data is going away. dev-backlight was passing
this member, but had no user making use of it, so it can safely be
removed. Further GPIOs used by pwm-backlight are expected to be
defined using the mechanisms provided by the gpiod API.

The GPIO API defines 0 as being a valid GPIO number, so this field needs

s3c_set_platdata() is defined with __init attribute, hence all functions
referencing this function should also be defined with __init attribute.

samsung_bl_set() is referenced only in '__init xxx_machine_init()' functions,
thus this change won't put any additional constraint on the usage of
samsung_bl_set().

The callback 'notify_after' was added to struct platform_pwm_backlight_data
provided by PWM backlight driver. Therefore, this patch adds a callback
'notify_after' which can be called after pwm_enable, pwm_disable and
pwm_config.
