<title>PCI/VGA: Move vgaarb to drivers/pci</title>

The VGA arbiter is really PCI-specific and doesn't depend on any GPU
things. Move it to the PCI subsystem.

Note that misc_init() must be called before vga_arb_device_init(). These
are both subsys_initcalls, so this ordering depends on the link order,
which is determined by drivers/Makefile:

  obj-y += pci/
  obj-y += char/        &lt;-- misc_init()
  obj-y += gpu/         &lt;-- vga_arb_device_init() (before this commit)

The drivers/pci/ subsys_initcalls are called *before* misc_init(), so
convert vga_arb_device_init() to subsys_initcall_sync(), which is called
after *all* subsys_initcalls.

The VGA arbitration is entirely based on pci_dev structures, so just pass
that back to the set_vga_decode callback.

All callers pass NULL as the irq_set_state argument, so remove it and

vga_conflicts only has a single caller and none of the arch overrides
mentioned in the comment. Just remove it and the thus dead check in the
caller.

<title>vgaarb: Use ACPI HID name to find integrated GPU</title>

Commit 3d42f1ddc47a ("vgaarb: Keep adding VGA device in queue") assumes
the first device is an integrated GPU. However, on AMD platforms an
integrated GPU can have higher PCI device number than a discrete GPU.

Integrated GPU on ACPI platform generally has _DOD and _DOS method, so
use that as predicate to find integrated GPU. If the new strategy
doesn't work, fallback to use the first device as boot VGA.

If failed to find the deivice owning the boot framebuffer,
try to use the first VGA device instead of the last one.

Usually the 1st device is integrated GPU who owns the boot framebuffer.
