HIPPI has not been relevant for over two decades. It was rapidly
eclipsed by Fibre Channel, and even when it was new, it was
confined to very high-end hardware. The HIPPI code has only
received tree-wide changes and fixes by inspection in the entire
Git history. Remove HIPPI support and the rrunner HIPPI driver,
and move the former maintainer to the CREDITS file. Keep the
include/uapi/linux/if_hippi.h header because it is used by the TUN
code, and to avoid breaking userspace, however unlikely that may be.

<title>treewide: replace '---help---' in Kconfig files with 'help'</title>

Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

  a) 4 spaces + '---help---'
  b) 7 spaces + '---help---'
  c) 8 spaces + '---help---'
  d) 1 space + 1 tab + '---help---'
  e) 1 tab + '---help---'    (correct indentation)
  f) 1 tab + 1 space + '---help---'
  g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

  $ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>drivers/net/hippi: remove depends on CONFIG_EXPERIMENTAL</title>

The CONFIG_EXPERIMENTAL config item has not carried much meaning for a
while now and is almost always enabled by default. As agreed during the
Linux kernel summit, remove it from any "depends on" lines in Kconfigs.

Commit ff5a3b509e ("hippi: Move the HIPPI driver") moved the HIPPI
driver into drivers/net/hippi. It didn't source
drivers/net/hippi/Kconfig though, so it didn't make all necessary
Kconfig changes. So let drivers/net/kconfig source HIPPI's Kconfig file.
