irda: nsc-ircc: Replace timeval with ktime_t

The nsc ircc driver uses 'timeval', which we try to remove in the kernel because all 32-bit time types will break in the year 2038. This patch also changes do_gettimeofday() to ktime_get() accordingly, since ktime_get returns a ktime_t, but do_gettimeofday returns a struct timeval, and the other reason is that ktime_get() uses the monotonic clock. This patch uses ktime_us_delta to get the elapsed time, and in this way it no longer needs to check for the overflow, because ktime_us_delta returns time difference of microsecond. nsc-ircc: default to dongle type 9 on IBM hardware

This is necessary to set the dongle type on the nsc driver in order to get it to work correctly. Thinkpads all appear to use dongle type 9. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
