The serial drivers are really just tty drivers, so move them to
drivers/tty/ to make things a bit neater overall.

This is part of the tty/serial driver movement proceedure as proposed by
Arnd Bergmann and approved by everyone involved a number of months ago.

Implement the serial polling hooks for the serial_txx9 uart for use with
kgdboc.

This patch once got SOB from Jason on Jul 2008 and (perhaps) merged into
kgdb-next branch, but lost somewhere then. I resend it now with Jason's
Acked-by.

<title>serial: fix serial_txx9 console initialization</title>

Since commit 97d97224ff361e08777fb33e0fd193ca877dac28 ("[SERIAL] Fix
console initialisation ordering"), serial_core calls -&gt;pm() on
initialization even if the port was used for console.

This behaviour breaks serial_txx9 console since The serial_txx9 driver
initialize its port entirely on its -&gt;pm() method if new state was 0.
This patch adds checking for oldstate value to fix this probelm.

instead of the driver specific verify_port routine.
