powerpc: Move include files to arch/powerpc/include/asm

from include/asm-powerpc. This is the result of a mkdir arch/powerpc/include/asm git mv include/asm-powerpc/* arch/powerpc/include/asm Followed by a few documentation/comment fixups and a couple of places where was being used explicitly. [POWERPC] cell: Add Cell memory controller register defs and expose it

This adds definitions for the Cell memory controller registers (at least some of them) for use by the EDAC driver for ECC error reporting. The new Cell EDAC driver needs that file, oprofile also does ugly path tricks to get to it, it's time to move it to asm-powerpc.
