<title>net: remove ax25 and amateur radio (hamradio) subsystem</title>

Remove the amateur radio (AX.25, NET/ROM, ROSE) protocol implementation
and all associated hamradio device drivers from the kernel tree.
This set of protocols has long been a huge bug/syzbot magnet,
and since nobody stepped up to help us deal with the influx
of the AI-generated bug reports we need to move it out of tree
to protect our sanity.

The code is moved to an out-of-tree repo:
https://github.com/linux-netdev/mod-orphan
if it's cleaned up and reworked there we can accept it back.

Minimal stub headers are kept for include/net/ax25.h (AX25_P_IP,
AX25_ADDR_LEN, ax25_address) and include/net/rose.h (ROSE_ADDR_LEN)
so that the conditional integration code in arp.c and tun.c continues
to compile and work when the out-of-tree modules are loaded.

The AX25_DAMA_MASTER option has been unimplemented and marked broken
ever since it was introduced in 2007 in commit 954b2e7f4c37 ("[NET]
AX.25 Kconfig and docs updates and fixes"). At this point, it is very
unlikely it will be implemented. Remove it.

In a future patch HAS_IOPORT=n will disable inb()/outb() and friends at
compile time. We thus need to add HAS_IOPORT as dependency for
those drivers requiring them. For the DEFXX driver the use of I/O
ports is optional and we only need to fence specific code paths. It also
turns out that with HAS_IOPORT handled explicitly HAMRADIO does not need
the !S390 dependency and successfully builds the bpqether driver.

replacement is https://linux-ax25.in-berlin.de. Change all references to
the old site in the ax25 Kconfig to its replacement.

Rationale:
Reduces attack surface on kernel devs opening the links for MITM
as HTTPS traffic is much harder to manipulate.

Deterministic algorithm:
For each file:
  If not .svg:
    For each line:
      If doesn't contain `\bxmlns\b`:
        For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`:
	  If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`:
            If both the HTTP and HTTPS versions
            return 200 OK and serve the same content:
              Replace HTTP with HTTPS.

 o The AX.25 Howto is unmaintained since several years.  I've replaced it
   with a wiki at http://www.linux-ax25.org which provides more uptodate
   information.
 o Change default for AX25_DAMA_SLAVE to Y.  AX25_DAMA_SLAVE only compiles
   in support for DAMA but doesn't activate it.  I hope this gets Linux
   distributions to ship their AX.25 kernels with AX25_DAMA_SLAVE enabled.
   The price for this would be very small.
 o Delete historic changelog from comments, that's what SCM systems are
   meant to do.
 o ---help--- in Kconfig looks so yellingly eye insulting.  Use just help.
 o Rewrite the commented out piece of old Linux 2.4 configuration language
   to Kconfig for consistency.
 o Fixup dependencies.
