In case msg_name is set the sockaddr info gets filled out, as
requested, but the code fails to initialize the padding bytes of
struct sockaddr_ax25 inserted by the compiler for alignment. Also
the sax25_ndigis member does not get assigned, leaking four more
bytes.

Both issues lead to the fact that the code will leak uninitialized
kernel stack bytes in net/socket.c.

Fix both issues by initializing the memory with memset(0).

This results in code with less boiler plate that is a bit easier
to read.

Additionally stops us from using compatibility code in the sysctl
core, hastening the day when the compatibility code can be removed.

This makes it clearer which sysctls are relative to your current network
namespace.

This makes it a little less error prone by not exposing sysctls for the
initial network namespace in other namespaces.

This is the same way we handle all of our other network interfaces to
userspace and I can't honestly remember why we didn't do this for
sysctls right from the start.

nr_route.ndigis is unsigned int so the nr_route.ndigis &lt; 0 expression is
never true and can be dropped.  Doing the nr_ax25_dev_get call later
allows the nr_route.ndigis test to bail out without having to dev_put.
