tools/power turbostat: Rename: Differntiate counter and CPU sets
Sets of Built-In-Counters (BICs) are implemented using cpu_set_t.
Since cpu_set_t is also used for sets of CPU's, invent
the name "bic_set_t" to make it more clear which is which.
No functional change.
