clk: renesas: rzv2h: Simplify rzv2h_cpg_assert()/rzv2h_cpg_deassert()
rzv2h_cpg_assert() and rzv2h_cpg_deassert() functions are similar. Share this code via __rzv2h_cpg_assert(). This avoid code duplication.
