rcu-tasks: Apply READ_ONCE() and WRITE_ONCE() to fix data race
Now that rcutorture tests readers from interrupt handlers, KCSAN spotted
an additional data race. This commit therefore fixes it by applying
READ_ONCE() and WRITE_ONCE().
