Update OpenSBI and the pre-built opensbi32 and opensbi64 images to
version 1.8.1. We're going for the intermediate/bug fix release 1.8.1
directly due to a PMP related fix that was impacting QEMU profile CPUs.
Changelog for v1.8.1:

Remove the duplicate definitions from hw/s390x/ipl.h and pc-bios/s390-ccw/iplb.h
and add a shared definition. The new definition is an enum to enforce default
handling in switches.
Because the IPL type is determined by the IPLB, and because an IPLB is not
strictly necessary, the IPL type is set to a default value if not otherwise
specified. A default IPL type is required so future functionality may add
IPL new bus and/or device types that dictate specific behavior during IPL.

The virtio spec necessitates that live virtqueues must not be altered. Reset
the failed device so that the queues are not live before we attempt to boot any
fallback devices.

The schid is already stored as an attribute of the VDev itself and any other
instances are copies of this same value. To avoid CCW specific attributes in
the VRing let's just access the existing VDev schid attribute as needed.

The virtio-blkdev functions are incorrectly listed in s390-ccw.h as belonging to
virtio.c. Additionally, virtio_load_direct() has an unused subchan_id argument.
Remove the unused argument and move the prototypes to virtio.h so that they are
independent from the CCW bus.

The new firmware includes support for an A400-44 machine
with initial functional 64-bit PAT PDC support:
- Linux 64-bit kernel runs nicely.
- ODE 2006 works nicely on 715, B160L, and A400, but has problems on C3700.
- MPE and 64-bit HP-UX11 need more work, although HP-UX11 boot up to a crash
where it reports where it had problems.

This is SeaBIOS for the hppa architecture v20

were introduced by adding the 715/64 machine.

Update the sam460ex firmware to match 2015.c version from the machine
vendor which fixes USB devices and some other bugs. Also cherry pick
some commits from upstream U-Boot that moves licenses in a subdir and
allows gitlab to correctly detect and show license information. Drop
version number from the binary name to avoid needing to change it in
case of future updates.

HP-PARISC 715 machine with NCR710 SCSI chip
This series adds a new emulation for a HP PA-RISC 715/64 model,
as descrived here: https://www.openpa.net/systems/hp-9000_715.html.
That machine has no PCI bus and instead uses a "LASI" chip which has built-in
NCR 53c710 SCSI and i82596 network chips. Compared to the other already
emulated machines B160L and C3700, this machine should be able to support older
operating systems like HP-UX 9 as well.
The QEMU project participated in the Google Summer of Code 2025 program by
"Implementing LASI Network Card and NCR 710 SCSI Controller Device Models", and
Soumyajyotii Ssarkar stepped up to develop those drivers.
This patch series includes the code for the NCR710 SCSI controller,
the network code will follow in later patch series.

We generate a flattened device tree programmatically for VOF. Change
this to load the static parts from a device tree blob and only
generate the parts that depend on run time conditions such as CPU
type, memory size and PCI devices. Moving the static parts in a dts
makes the board code simpler and more generic.

Update OpenSBI and the pre-built opensbi32 and opensbi64 images to
version 1.7.
It has been almost an year since we last updated OpenSBI (at the time,
up to v1.5.1) and we're missing a lot of good stuff from both v1.6 and
v1.7, including SBI 3.0 and RPMI 1.0.
The changelog is too large and tedious to post in the commit msg so I
encourage refering to [1] and [2] to see the new features we're adding
into the QEMU roms.

We can see that the instruction at 0x1e3 is a far jmp through the GDT.
However, the GDT is not 8 byte aligned, the base is 0xc02b4.
Intel processors follow the LOCK semantics to set the accessed flag of the
segment descriptor when loading a segment descriptor. If the the segment
descriptor crosses two cache line, it causes split lock.
Fix it by aligning the GDT on 8 bytes, so that segment descriptor cannot
span two cache lines.

Adding -pie to LDFLAGS caused s390-ccw.img to become dynamically linked.
By using -static-pie it will be linked statically like other bios.
This ensures that the build output doesn't change depending on the
default dynamic loader path of the toolchain.

We're going to support a menu for the pxelinux.cfg code, and to be able
to reuse some functionality from menu.c, we should align the maximum
amount of possible entries with the MAX_BOOT_ENTRIES constant that is
used there. Thus replace MAX_PXELINUX_ENTRIES with MAX_BOOT_ENTRIES.

We have been inconsistent about whether ROMS stored in git have
execute permission set, and by default meson will preserve source
file permissions when installing files. This has caused periodic
problems in RPM packaging as executable binary files get analysed
by various tools/linters, which can trip up on the ROMs.
Tell meson explicitly that all the ROMs should be without execute
permission when installed.
